All domestic properties sold in England and Wales are now required to have a Home Information Pack prior to sale.

 

 

The compulsory documents include:

  • Index or list of contents
  • Energy Performance Certificate
  • Sale Statement summarising the terms of sale
  • Evidence of title
  • Standard Local Authority and Drainage & Water Searches
  • Leasehold Information if applicable

As in buying a home, you need to get a full building survey for new premises which you are considering purchasing. 

It's vital if you are taking a lease too.  You need to know what costs you might face.  And it would be good evidence later if your landlord tries to make you pay for work you don't think is justified.

Whether you're buying or leasing you need to know the condition of the building and the likely repair or maintenence costs before you commit yourself.

A lease will normally require you to maintain the property in good repair and possibly put it in good repair. This could be a major expense at the end of the lease, and it is vital that you know about it before-hand.

Occasionally the lease may say you do not have to return the premises to the landlord at the end of the lease in better condition than they were at the beginning. In all cases, you need clear evidence of the condition of the building when you took it on, and a Schedule of Condition is usually prepared and appended to the lease at its commencement.

A common question is "why do I need a survey when the mortgage company is already doing one"? The fundamental difference is that they are doing a valuation to ensure that the funds they lend you are secure. It is not a comprehensive survey on the condition of the property and it is not primarily for your benefit.

It is always advisable for you to have your own survey when buying a home so that you know precisely what you are buying. Incredibly only about 20% of purchasers have a survey! Yet we rarely survey a building that has no defects. It is very often the case that the report highlights defects which are sufficient to negotiate a discount, very often more than offsetting the cost of the survey.

The Home Condition Survey involves inspection of the whole property which includes:

  • Roof structure and coverings
  • External walls
  • Guttering
  • Damp proof course
  • Sub-floor ventilation
  • Windows, doors and external joinery
  • Drainage
  • Internal walls, floors and partitions
  • Internal joinery
  • Kitchen fittings
  • Sanitary appliances
  • General decorative condition

Visible defects would be identified, such as the presence of dry-rot, rising damp, woodworm, cracks in the structure etc. The testing of services is not covered, but usually a report on its visible condition is given. If required the survey can incorporate an energy survey and testing of services at additional cost.

Fees for Home Condition Surveys

  • Property value up to 250k - 345 + VAT
  • Property value 250 to 500k - 445 + VAT
  • Property value 500k to 1 million - 545 + VAT
  • Property value over 1 million - quotation would be provided

Paramount are often engaged as expert witnesses to resolve building or project disputes.  Primarily we are there to agree the facts and resolve any differences in an impartial and professional way.

We often required to deal with the courts assisting the judicial body in establishing, clarifying and ordering logically the relevant facts and issues to be addressed.

 

Energy Performance Assessments

Paramount Home Inspection Partnership Ltd are authorised to provide "Reduced Data Standard Assessment Procedures" and "Standard Assessment Procedures" energy efficiency ratings for the residential market.

We will provide Government approved energy certificates, similar to those on new white goods such as fridges, to inform you how energy efficient the property is.  We will also give suggestions for improving energy efficiency.

 

Insurance Validation & Loss Adjusting

Producing Building Schedules - Our surveyors will visit the site and assess the damage incurred. Producing a full schedule of repairs to enable competitive tender prices to be obtained. We would also advise on cause of damage, recommending to insurers if it is or is not an insured peril.


Validation Reports - A surveyor’s site inspection report commenting on the actual cause of damage and subsequent damage. Along with recommendations on validation or repudiation.
